Economics of Education Essay This project, critically reviews the sources of revenue at Kinondoni Municipal along with the budgetary allocation to secondary educational sector. It provides the major sources of revenue which include Central Government revenue, Basket fund (Donors) and Local government revenue which constitute revenue from city service levy, property tax, advertising and bill boarding fees, compensation revenue, and cost sharing. It identifies that education is the priorities to which the council does consider much in allocating their funds. The project reveals the background on the system of financing education as an essential and critical kind of investment in developing countries particularly Tanzania. It has shown its significances with respect to running the system (government) in general. The significances give the stand to which the Government should take into consideration on allocating funds in secondary educational department. More over the project has identified the objectives for analyzing the sources of revenue and educational budgetary allocation. These objectives have been stated in such a way that, it shows the directory as guidelines for reaching targeted goal(s) for sustainable development. Nevertheless, case study method and documentary review as well as interview techniques were employed. The data have been analyzed using tables and figures. 1.0. Introduction and Background. Kinondoni Municipal is located in Dar es Salaam City in Tanzania. It is bordered by Indian Ocean to North East, Ilala Municipal to the South, Bagamoyo District to the North, Kibaha District to the West and Kisarawe District to the South West. The Municipal has number of matters and services to be done/ provided to the community. Among others being education, health services, road construction and maintenances, water services, urban agriculture, power and energy supply and others of alike. All these services need money to run in effective way so that, the community members could appreciate the concern of the government for their well-being. The Municipal has vision and Mission which the study was interested with, to check out whether are just worded or are real in practical terms. The study eyed particularly to its Mission statement ââ¬Å"Provision of quality services to the community through effective and efficient use of resources, capacity building, good governance and rule of law hence improve the living standard of peopleâ⬠. The project (study) was done at this Municipal to identify the sources of revenue for the Municipal to curter and serve the community effectively and efficiently. Another purpose was to check out, how the Municipal allocate its funds (Revenue) to secondary educational sector. A source of revenue is a critical problem in running several activities to an individual, family, community and national level respectively. Moreover, despite the scarcity of fund (resources) in servicing the community, there is a problem on proper plans and allocating the present resources in optimal manner. Thus, the wise decisions on how to use the present resources in its scarcity is very important particularly for developing countries like Tanzania. Another aspect towards this study (project) was to determine the way the sources of revenue are collected. On this activity, it is the point at which monitoring of revenue collection should be taken into consideration for effective performance. Furthermore, this exercise needs humanitarian aspiration than personal essence so that, the fruits will be for the community as large. There are two significances of doing this project. First was to determine the sources of revenue to the Municipal in order to understand the position of Municipal and the Government in general in its strengths and weaknesses so as to address recommendations to be taken for better performance in future. Second was to assess the allocation of the funds in secondary educational sector. From this, allocation of fund will realize the choices for most of the councils in Tanzania and the way investment aspects are taken into account especially educational investment, hence improvements to be made in a long run. The objectives of this project were as follows i) To determine the sources of revenue for Kinondoni Municipal. ii) To assess the budget allocation to Secondary educational sector in Kinondoni Municipal. The project presents various literature reviews in respective to the study (project). The literature review is mostly on sources of revenue, financing systems, administration, roles of the state and recommended suggestions. Galabawa (1985, p. 1) claimed that, ââ¬Å"Tanzaniaââ¬â¢s plan for extending educational opportunities and improving the quality of education are often hampered by the limited resources to educational industryâ⬠. This realizes that, the problem resources in provision of education in Tanzania is a problem that exists and needs a solution on how to go about in order to reduce the burden from the government to ensure more educational opportunities and improve the quality of education. More emphasis on quality of education has been described by Michaelowa. The author tried to identify the areas which need to be checked to ensure that are taken into considerations for the consequences in anyhow. The author argued that, ââ¬Å"The number of days teachers are absent from school (ABSENCE), and teachersââ¬â¢ self reported job satisfaction (MOTIVATION) have significant coefficients of the expected negative and positive sign respectivelyâ⬠(Michaelowa, 2001, p. 1707). If the education industry is running short of resources to improve access and quality of education, and if the responsible persons needs to be motivated for effective teaching, means this industry need to be financed. The financing can be determined by number of factors as quoted from the article that, ââ¬Å"The policies of financing education in any country reflect the countryââ¬â¢s ideology. Although Tanzaniaââ¬â¢s education policies emphasized quality of opportunity and access, they also vary from environment prevailing at specific timeâ⬠(Galabawa, 1994, p. 37) This literature review has contributed much on this project since objectives stated can be revealed particularly on sources of revenue. According to Galabawa (2007, p. 3), There are various sources of education revenue. These sources can be divided into four broad categories: Fiscal sources; ser charges including various forms of cost recovery and cost sharing; student loan when constituted as a revolving fund which generates income out of which loans are offered to students and various forms of community contributions. The fiscal sources include general taxes; earmarked taxes; taxes on With regards to education as an investment, and sources of educational revenue, the government has to play its role for sustainable development Galabawa (2007, p. 2) portrayed that, ââ¬Å"The price of education can, therefore be influenced by the government decision which impinge on issues of supply of education services; the allocation and distribution of resources between different levels or different courses; the choice between different methods of financing education and student support or even between different methods of schoolingâ⬠. Therefore, this clarifies the position of the Government in provision of education in the country to assure access and proper allocation of funds in different sectors. Property; salaries and sales; and different types of levies. For all matters being discussed concerning sources of revenue, educational revenue, budgetary allocation and the role of the government on educational investments and other sector, to have sustainable implementation of plans and to build capacity on fund management, accountability, effective audit and formula funding to generate consistent and reliable disbursementsâ⬠should be taken into consideration for sustainable development. Besides literature review, case study was employed during the project. The study was done in Kinondoni Municipal. Therefore purposeful sampling technique was used. The project had two variables namely, dependent variable which is budget allocation, and independent variable which is source of revenue. With these variables the hypotheses of this project were as follows; (i) There is a significant relationship between sources of revenue and budget allocation in secondary educational sector (Alternative hypothesis). (ii) There are no basic criteria guiding for sources of revenue and budget allocation in secondary educational sector (Null hypothesis). Field visit, discussion and interview. The list of tools used to collect information and guide the field interview and discussion were documentary review and Interview. The targeted personnel were Municipal economist and district secondary educational officer; these were obtained using purposeful sampling in order to get correct information. The documentary review involved reviewing various documents concerning sources of revenue and general allocation (budget) of the fund to secondary educational sector. Also an interview was conducted in brief way with the Municipal economist and district secondary educational officer. The interview was basically on the way they get fund for running the Municipal to curter and serve the community. Moreover, the questions on what are the major criteria for allocating the fund and challenges they face on all matters concerning sources of revenue and allocation of fund in general were asked.

Freudian Analysis of Melancholia Essay The film Melancholia by Lars von Trier gradually develops into the characters depression through their actions and choices that can relate directly to Lars von Triers own depression and unfortunate childhood circumstances. The main protagonist of the movie, Justine, is depressed and this affects everyone around her. Lars von Trier, the writer and director, is depressed was depressed when creating this film and this depression is reflected in Melancholia. Freudian theories relate to Melancholia through Justines life as well as her love life. She is constantly unsatisfied and immediately has an extramarital sexual encounter when she is vulnerable. Freudian theories are demonstrated through the depression from the characters in the movie to the writer. Some of Freudian theories that will be discussed are looking at how some of the character experiences are similar to Lars von Triers past and the Oedipus complex. Lars von Triers past greatly influenced how and what he wrote for Melancholia. Freud said that ââ¬Å"the notion that human beings are motivated, even driven, by desires, fears, needs, and conflicts of which they are unawareâ⬠(Tyson, 14-15) indicates Lars von Trier is motivated by his past experiences. The viewer learns quickly that Justine has an unhappiness that constantly affects her daily routine, and she pretends to be someone else when sheââ¬â¢s around others. Depression is a common mental disorder that presents with depressed mood, loss of interest or pleasure, feelings of guilt or low self-worth, disturbed sleep or appetite, low energy, and poor concentration. These problems can become chronic or recurrent and lead to substantial impairments in ones ability to take care of their everyday responsibilities. Justine shows signs of depression throughout the film for example, when refusing to take a bath or go riding which she usually she enjoys doing. People with depression tend to be exhausted on a regular basis similar to when Justine left her own wedding party to have a nap. Lars von Trier may have experienced the same symptoms of depression in his personal experiences, as well his childhood might have influenced why he became epressed in his later life which could have possibly enhanced his work for Melancholia. Although Lars was diagnosed with depression in 2007, he had a difficult childhood. He did not know who his biological father was until his mother told him on her death bed. Freud believed that ââ¬Å"our unconscious was influenced by childhood eventsâ⬠. Lars von Trier stated during an interview that ââ¬Å"I come from a family of communist nudists. I was allowed to do or not to do what I like. My parents were not interested in whether I went to school or get drunk on white wine. After a childhood like that, you search for restrictions in your own life. â⬠Lars childhood relates greatly to the character of Justine. Justines parents did not seem to care for her. During Justines wedding, her parents self-absorption is reflected in their speeches about their marriage problems. As well, her parents did not care or take time for her when Justine specifically asked a few times to talk privately to her father and he could not find the time. In the bedroom, Justine was upset and asked her mother for help but her mother was no help at all. Her mom did not seem to care and her father left the wedding leaving only a note saying that he was leaving with another woman and to ââ¬Å"forgive an old foolâ⬠. Lars and Justines parents have similar responses to their children of not caring. Claire was distraught and acted out of character, she could no longer organize her thoughts and be as calm around Justine as she was before, alike to Lars thoughts he quoted ââ¬Å"Everything is going to Hell, but we should smile all the way. â⬠(Lars personal quotes on IMDB) Once Justine realized Melancholia was going to hit the earth she became collected and composed. At the end of the movie Justine, Claire and Leo site together, close their eyes and hold hands as Justine had instructed. This is one of the only scenes where Justine actually genuinely smiles. She appears to be at peace and content even though she knows that the end of the world is approaching. This scene relates to Lars quote. Even though Justine knows everything is going to Hell, she is smiling even at the end. Lars mentions the restrictions he puts on his life like Justine not allowing herself to have a happy marriage and accept her husbands love and happiness. Justine becomes very depressed during her wedding and cheats on her newly wedded husband. She will not have a real relationship with her husband but moments later will have a quick sexual encounter with a complete stranger. This relates to Freuds beliefs in the Oedipus complex, a girls desire for her father and anger and jealousy towards her mother. Justines father flirts openly with other women in front of his wife and children at the wedding. Justine has a sexual encounter with a stranger trying to mimic a relationship alike to her fathers. This may have influenced Justines decision to behave dishonestly with her husband even though her husband loved her very much. Justines mother makes a speech during the wedding dinner and expresses her animosity against marriage, while Justine and her sister Claire look at their mother with anger and embarrassment. Justine and Claire disrespect their mother by getting married, knowing to expect her disapproving comments, yet criticize her for it. ââ¬Å"The result is a murderous rage against the Mother and a desire to possess the Fatherâ⬠(1016) Melancholia is about the world ending and in Justineââ¬â¢s small world she is depressed, Citing Freudians Oedipus Complex one can parallel Lars state of depression which is shown throughout the movie. The characters actions mirror Lars von Triers beliefs and experiences through his life and through his depression, which is a huge factor in Melancholia. As well the relationships Justine has reflects the Oedipus Complex through her behaviour and decisions. Therefore Freudian theories relate directly to Melancholia.

Isolationism in Metamorphosis Isolationism in Metamorphosis and Notes from Underground World Literature: Paper 2 The common theme in both Metamorphosis by Franz Kafka and Notes from Underground by Fyodor Dostoyevsky is isolationism. Both of these literary works contain different examples of isolationism in order to convey the same concept. Seclusion exists in both novels, resulting in the direct flaw of each of the main characters. The difference that Kafka and Dostoyevsky present in their use of isolationism in Metamorphosis and Notes from Underground is how each character is secluded. Kafka writes about the progressive solitude of one character being forced into isolation by others. On the other hand, Dostoyevskys entire novel is about the Underground Man, who lives all by his lonesome and is forced to look back on his youthful experiences. These frequent occurrences have lead to the Underground Mans solitude. However, in both novels, the end results of the main characters in Metamorphosis and Notes from Underground are similar because both individuals actions lead to their own demise. At the beginning of novel, Metamorphosis, Kafka introduces the main character, Gregor Samsa. After waking up to find himself transformed in his bed into a gigantic insect, Gregor can only think of the repercussions he will suffer for being late to his job. Gregor works as a traveling sales clerk (Kafka 1). He would have quit a long time ago, but Gregor knows that his family depends on him for the money he makes and, ultimately, their own existence. Without his salary, the Samsa family will not survive. After making futile attempts to put on his clothes and above all eat breakfast (Kafka 7), Gregors boss comes to check on his employee. Reluctantly, Gregor reveals his true identity as an insect. Gregors father forces him to go to his room, more specifically, isolationism, which had merely the fixed idea of driving Gregor back into his room as quickly as possible (Kafka 31). Due to the size and proportion of Gregors new physical appearance, the progression into solitude inflicted a mass ive amount of pain on Gregor. On the other hand, the first part of Notes from Underground, the Underground Man, also the narrator, describes the setting of the novel and defines his own existence. The Underground, the first words the Underground Man describes about himself are, I am a sick man . . . I am an angry man. I am an unattractive man (Dostoyevsky 15). These words tell the reader the ways in which society, from the Underground Mans youth, has destroyed him as an individual. Also, it makes the reader aware of his low self-esteem. The Underground Man, somehow, utilizes his own sorrow to make himself feel better. He believes that his own self-loathing and unkindness have crippled and corrupted his attitude as well as the people around him. Yet, it is apparent that the Underground Man takes will not take the initiative to change. Due to the impact of societal woes, the Underground Man takes comfort in his own pains, like toothaches or liver ailments. The ability for him to control the aching from his illness is a way for the Underground Man to hide from the actual pain from society. He is not proud of the man he has become over the years and scorns himself for his many wrong doings. One thing that is important for the Underground Man to obliterate is his negative approach to life, in order to thrive. However, the journey that he takes to seek optimism disappears because the Underground Man becomes too lethargic and lazy. As isolation approaches in Metamorphosis, Gregor becomes more and more like an insect. His change from human to bug also becomes evident in his choice of food. The meals he once liked are now distasteful and unappealing to him, although milk had been his favorite drink and that was certainly why his sister had set it there for him, indeed it was almost with repulsion that he turned away from the basin and crawled back to the middle of the room (Kafka 32). Because Gregor knows he will no longer be accepted by his family as an insect, he gives up and secludes himself in his room. Throughout the book, there is a part of Gregor that continues to fight for his own freedom because he still wants to seek equality. He has the desire to break away from his solitary state, but no way of caring out his escape. The one thing that continues to fuel Gregor is the music from Gretes, his sisters, violin. Grete does not want her family to neglect Gregor because he has turned into an insect. She belie ves that no matter the shape of his physical features, Gregor will always be her brother. It seems as though Grete does not want to acknowledge or be convinced that her brother is a bug and will never be the same person. However, it is inevitable that Grete will soon abandon her brother. Their separation continues to become progressively more apparent. Gregor continuously is left alone in his room, all by his lonesome. By the end of the novel, Gregor becomes invisible to his own family. One reason Gregor dies is because of the realization that he is nothing more than an insect without a family or a purpose. Once again, he is left in his isolated room to die, alone. In the second part of Notes from Underground, Apropos of the Wet Snow, the Underground Man comes across numerous prostitutes, many soldiers, and a few past schoolmates. However, the Underground Man intentionally alienates himself from these people by not acknowledging their existence. He makes himself appear to be incapable of interacting with these uneducated low lives. It is as if he does not want to make an effort to communicate because he fears his own humiliation. So, instead, he treats them with disgust and fear for his own life. Liza is the whore and the vehicle for Dostoyevskys message of the power of selfless love. She comes to the Underground Mans apartment one night to speak to the Underground Man. Instead of treating Liza with the love she deserves, he continues to insult her, repeatedly. These social acquaintances cause the Underground Man much remorse and regret. And, once Liza leaves his apartment, the Underground Man is left, again, in solitude. Examples of seclusion are used constantly by both Franz Kafka and Fyodor Dostoyevsky to convey the idea of isolationism. In these two novels, the solitary state of both characters leads to their downfall. In both of these examples, isolation leads to the demise of the main characters, Gregor Samsa and the Underground Man, even though the motives and basiss were different. Gregor crawls his own life away because of the pain of being secluded by his own family members. On the contrary, the Underground Man never truly lives his life because of the distain he has for himself and society. The Underground Man hides his personality and beliefs because he fears societys judgment and ridicule. The isolation that both characters endure leads to their own destruction. A turing machine can be defined as a ââ¬Å"device with a finite number of internal configurations, each of which involves the machineââ¬â¢s being in one of a finite number of statesâ⬠. This means that in a machine there are certain inputs that when implemented will produce a certain output. These combinations of inputs can be used in a machine table to show the outputs for each state. By looking at a machine table one will be able to know which combination of inputs is related to the different states and also what happens at each state. Mental states can correlate directly with turing machines in that our minds can be described by using a machine table. The inputs for the machine table representation of our mental states can be seen as our perceptions. By saying perception I mean all the sensory body parts/organs that can perceive an input and send a signal to the mind. These inputs in turn determine the mental state and the behaviors related to each mental state. Because our minds can be mapped out using a machine table, each state can be seen as an instance of functionalism. Functionalism is defined as an object that has a function. Functionalism can be used to describe a single mental state. An example of a mental state that is determined by a turing machine can be the feeling of happiness. In order to be happy there are certain things that are needed to trigger it. This mental state of being happy is triggered by our perceptions and then causes one to express their mental state physically. Our physical expression, I believe, can be altered. For example, if one were told that a dog was called a cat and only knew that dogs were cats then he would always see a dog and call it a cat. The Characters of Maria and Oscie in Ann Rinaldi's In My Fathers House à à à à à In the book In My Fathers House, written by Ann Rinaldi, there are two main characters whose names are Maria and Oscie. These two girls are sisters that live in a house that is being divided by the civil war. Their stepfather (Will McLean) is from the north and is known as a Yankee in the south. Most southerners disagree with his beliefs on slavery, but nevertheless, he is still a respected town leader on the school board and is head of the volunteer fire department. Maria, fifteen and more a southern belle, tries to get along with people and stays out of trouble with Will. Oscie, who is a year younger, often tries to get the better part of Will. à à à à à Oscie and Maria vary in many obvious ways. One of these ways is that Oscie is more independent and can be more self sustained. Maria on the other hand is a southern belle who is heavily dependent on her family for all sorts of different needs. Maria is able to accept reality more than Oscie, is more mature and can handle being beaten in an argument, but Oscie can not accept losing and is always trying to best people around her and herself. An example of this is how Oscie is always arguing with Will. She even asked her tutor, ââ¬Å"will you teach me to best Will McLean?â⬠à à à à à Although Maria and Oscie are very different they do have a few things in common. They both have an odd attraction to military men. This is shown in their choice of guys. They also both share the same parents. Sarah who is dead now, also has Dr. John and Mama as parents. Both Oscie and Maria are in love with the south and donââ¬â¢t want to part with most of its ways when they move.
